Toni Townes-Whitley
Global Technology Executive

Toni Townes-Whitley is a global technology executive and seasoned Corporate Director. She has a distinguished and proven track record of rapid, profitable and sustainable growth through strategic pivots, portfolio differentiation and operating model innovation. As Chief Executive Officer of SAIC, she managed annual revenues of $7.4 billion with over 24,000 employees, providing digital engineering, artificial intelligence and mission solutions across the defense, space, civilian and intelligence markets. Townes-Whitley became the first African American female Fortune 500 CEO in the defense sector and led SAIC to its highest stock price in a decade. Her thought leadership on mission integration as a national security imperative is referenced by national security executives as well as Congressional leaders in Defense policy and acquisition reform legislation.

In her past role as Microsoft President of U.S. regulated industries, Townes-Whitley managed a $16B portfolio across banking, insurance, private equity, health care, pharmaceuticals, federal, state, and local government and education. During her tenure she established an industry vertical model globally which accelerated market share across regulated sectors, and catalyzed Microsoft’s Azure cloud business by positioning multi billion dollar programs across the US Department of Defense, Blackrock, and other financial and healthcare organizations.

Prior to joining Microsoft, Townes-Whitley was president of CGI Federal, where she was responsible for a portfolio of more than $1 billion, leading 6,600 employees delivering application migration and integration to U.S. government civilian, defense and intelligence sectors. Previously, Townes-Whitley held several management roles at Unisys Corp., leading global, commercial and federal government systems integration businesses. Townes-Whitley launched her career with Arthur Andersen as a management consultant in the Office of Government Services in Washington D.C.

Townes-Whitley leverages her expertise in emerging technology for highly regulated industries as an independent director. She has served on Audit, Risk, Technology and Compensation committees for: PNC Bank, Marathon Petroleum, Johns Hopkins Medical, Vista (Granicus); and is currently serving as a Director on Nasdaq Board and the
Thurgood Marshall College Fund. She is a guest lecturer on technology ethics and entrepreneurism in the public sector at Stanford and Princeton universities.

Townes-Whitley earned her bachelor's degree in public policy and economics from Princeton University’s School of Public & International Affairs and has received certifications from Wharton Executive Education, New York University and the Performance Management Institute. Townes-Whitley’s work has been recognized across many industries, making her the recipient of numerous awards that include a 2025 Fortune Most Powerful Women: Ones to Watch, 2025 Delta Sigma Theta Sorority Inc. Honorary Recipient, 2024 USA Today Women of the Year Honoree, 2024 Women in Technology Lifetime Achievement Award, Ideagen Global Leadership Award, Black Enterprise Top Executive, FedScoop 50 for Industry Leadership, NVTC Tech 100 Executive, Federal 100 Industry Eagle Award and STEM for Her Woman of the Year, and IES Lifetime Achievement Award.

In addition to her current board service, Townes-Whitley has been a long-time advisor to and fundraiser for the Women’s Center of Northern Virginia and a past president and board chair of Women in Technology. She continues to support the U.S. Peace Corps, for which she volunteered for three years as a village teacher in Gabon (Central Africa).

Townes-Whitley leads a multi-generational military family – caring for her father, retired US Army Lt. General James “Cash” McCall, children, and grandchildren. She is a competitive athlete, global traveler, and novice screenwriter; and an active member of the faith community at Mclean Bible Church, in Mclean, Virginia.
